BETHANY BEACH — Bethany Beach resident Frank Petti says he looks forward to many changes the end of summer brings.

“The weather is better for seniors and the water temperature is the best this time of year,” he said.

Petti says he’s looking forward to less traffic, fewer crowds and the meters being deactivated.

Visitors to beaches from Ocean City to Lewes can expect changes in parking, pets and crowds. For some beaches, they take place soon; for others, the busy season is still here.

“Labor Day does not mean the town has shut down,” said Ocean City spokesperson Donna Abbott.

Beach Patrol will be present on Ocean City beaches through Sept. 25.

“We still have a busy month ahead of us,” Abbott said.

Upcoming events include Bike Week and Sunfest, among others.

Abbott said roaming beach patrol will take over once the permanent beach patrol ends.

Parking meters and the ban on pets are still in effect for Ocean City beaches, Abbott said.

Dewey Beach is allowing pets on a day-by-day basis, says Beach Patrol Captain Todd Fritchman. He said visitors should check with the lifeguards before bringing their pets to Dewey. Beach Patrol ended Sept. 11, when visitors swim at their own risk.

Fenwick Island’s website says pets are allowed beginning Oct. 1 and parking permits are required in the city limits through Sept. 15.

Part-time Bethany Beach resident Lynn Skynear said she thinks it’s fine to take pets on the beach.

“(But) large dogs should be on a leash,” Skynear said, adding such practice would keep smaller dogs safe.

Gigi Vandermann, a full-time Bethany Beach resident, says allowing pets only in the winter would be preferable.

“I think pets should be kept off the beach (until winter),” she said.

Rehoboth City Manager Greg Ferrese said the beach patrol is on duty through Sept. 25. Ferrese said pets are allowed on the beach Oct. 1.

“Our meters are in effect through midnight Sept. 18,” Ferrese said.

All pets visiting the beach must be licensed, leashed and vaccinated.

Residents with waterfront lots join restoration efforts

SOUTH BETHANY — Delaware State University graduate student Brian Reckenbeil stood in waist-deep water with a bushel basket in one hand and several oysters in the other, distributing them along the rocks of Wynona Dawson’s property.

“I’m finding crevices between all the rocks and wedging (the oysters) in,” he said. “We’re stocking them in the rip-rap below the barnacle so they don’t freeze. Survival is the main thing.”

The project is part of the Center for the Inland Bays’ shellfish gardening project, which provides juvenile oysters and clams, and apparatus to raise them, to citizens with waterfront properties.

The goal is to restore a viable population of oysters to local waterways, thereby creating critical bottom habitat and increasing the filtering capacity of the bays’ shellfish population, according to the CIB website. A mature oyster can filter 35 to 50 gallons of water per day.

In the last two years, more than 200 volunteers from Rehoboth Beach to Fenwick Island have raised oysters, which start out as spat — tiny free-swimming larval oysters that attach themselves to dead oyster shells — and grow to what’s considered market size.

Currently, Reckenbeil and several other DSU students, along with CIB coordinator E.J. Chalabala, are transplanting the oysters from floats — submerged nurseries secured to piers, docks and bulkheads — to rip-rap located throughout the bays.

“Oyster gardens are proving oysters can grow anywhere in the Inland Bays,” Chalabala said. “(It’s) going fantastically.”

Dawson, who lives on Jefferson Creek in South Bethany, was anxious to get involved in the effort to improve water quality, and she’s seen the benefits of the project firsthand. Two years ago, she caught 14 flounder in her floats.

“It’s gotta help because (the flounder) wouldn’t come if the water was dirty,” she said, noting that cleaner water is also for personal benefit. “I used to go swimming out here and I’d like to do it again.”

The next step is to plant more oysters in the Inland Bays; the CIB received one million eyid, a disease-resistant strain of oyster, from Rutgers University, Chalabala said.

The oysters are put in a large tank of seawater, where the larvae attaches itself to bags of oyster shells. They are then distributed every other year to volunteer gardeners.

“We’re looking to collect upwards of 100 bushels to plant in the Inland Bays,” Chalabala said.

While no actually tally has been done, Reckenbeil said a bushel basket could hold between 250 and 300 oysters. In three years, 26 bushels of oysters have been distributed in Dawson’s rip-rap alone.

With volunteers like Dawson managing the gardens, the CIB hopes to restore the depleted oyster population in the bays.

“They’re looking to see really what the survival rate is in different locations,” Reckenbeil said. “Oysters definitely grow better in Fenwick than anywhere.”

FENWICK ISLAND, DE — Beach replenishment was the topic of discussion at a meeting hosted by the Bethany-Fenwick Area Chamber of Commerce and organized by the office of Senator Tom Carper.

The meeting, on Wednesday, April 27, included representatives from the Army Corp of Engineers, Bethany-Fenwick Area Chamber of Commerce, DNREC, Great Lakes Dredge and Dock, Senator Carper’s office, Towns of South Bethany and Fenwick Island, and Representative Gerald Hocker.

The purpose of the meeting was to have Great Lakes Dredge & Dock, the company performing the beach replenishment work, and the Army Corps distribute and explain the most updated project timelines, discuss the process involved, and how to minimize the impact on the homeowners, renters and businesses in the Towns of Fenwick Island and South Bethany during the project.

The timeline presented for South Bethany was 30 days starting in early June and finishing up just after the 4th of July weekend, with partial beach closures and work performed twenty-four hours a day. While all the stakeholders were appreciative of the federal monies supporting this important project, they also expressed concern with the adverse economic effect of an active replenishment project in July.

Following the meeting, DNREC and the Army Corps of Engineers agreed to fund the cost associated with moving the project from the summer months to November. The South Bethany project is now scheduled to begin around November 1, following completion of the Rehoboth Beach-Dewey Beach project.

Due to the type of equipment and other factors the Fenwick Island beach replenishment project will be eighteen days shorter than the South Bethany project and is slated to be completed by June 29th. The Great Lakes project team assured the group that they will do everything possible to minimize the project impact to homeowners and beachgoers.

“I’m confident that the $22.7 million in emergency replenishment funding that Senator Ted Kaufman, Congressman Mike Castle and I secured for our beaches will be put to good use,” said Sen. Tom Carper (D-Del). “Not only do full, replenished beaches protect our homes and business along the coast, but they also serve as the anchor for our important tourism industry. I’m glad that the scheduling issues were resolved, allowing us to move forward on projects so that Fenwick Island will have a beautiful beach in time for tourism season and that other projects will not impact the summer season.”

Last August, Delaware’s Congressional delegation wrote to the Army Corps of Engineers to urge them to use the funding provided in the Emergency Supplemental Appropriations Act of 2010 to repair the Bethany Beach and South Bethany Beach coastlines and to repair the damage to Rehoboth Beach, Dewey Beach and Fenwick Island’s coastlines.
